ANTI RAGGING POLICY

(Directly adopted from UGC Policy — November 2016)

In compliance with UGC, New Delhi (Ref: D.O. No. F.1-15/2009 (ARC) Pt III dated 8 August 2016), Govt. Girls' P.G. College, Ujjain strictly prohibits ragging in any form. Ragging is a criminal offence under state law and as per the Hon’ble Supreme Court of India. The college follows the UGC Regulations on Curbing the menace of Ragging in Higher Educational Institutions, 2009.

Key Requirements

Affidavits: It is mandatory for every student and parent to submit anti-ragging affidavits in the prescribed format at the time of admission. There are two affidavits:

  • Annexure I — To be submitted by the student.
  • Annexure II — To be submitted by the parent/guardian.

Additionally, students must submit a declaration on substance abuse on a plain A4 sheet. Failure to submit the required affidavits/declaration may lead to cancellation of admission.

Definition — What is Ragging?

“Ragging” includes any act that causes, induces or forces a student to do something which detracts from human dignity, or violates the person, or exposes a student to ridicule or to forbear from doing any lawful act, by intimidation, wrongful restraint, confinement, injury, or threat.

Examples of Ragging (non-exhaustive)

  • Teasing, taunting, or treating with rudeness a fresher or any student.
  • Rowdy/undisciplined activities causing physical or psychological harm or fear.
  • Forcing a student to perform acts that cause shame, embarrassment or distress.
  • Disrupting academic activity or exploiting a fresher for academic tasks.
  • Financial extortion or imposing forceful expenditure on a fresher.
  • Physical abuse (including sexual abuse), obscene acts, or causing bodily harm.
  • Abuse by words, emails, posts or public insults causing mental trauma.
  • Targeting a student on grounds of colour, race, religion, caste, gender, sexual orientation, appearance, region, language or economic background.

Penalty for Ragging

No student of the institution shall commit ragging. If any incident of ragging comes to the notice of the college authority, the concerned student(s) will be given an opportunity to explain. If the explanation is not satisfactory, the authority is empowered to take strict action including expulsion from the institution. No leniency will be shown to offenders.

College Administration, local police and local administration are available to help. Anybody (victim / witness / parent / teacher) can file a complaint — anonymous complaints are accepted but may limit investigation effectiveness.

Online Affidavits (why & how)

It is mandatory to submit anti-ragging affidavits at first admission and thereafter (as per UGC). The ragging prevention program provides an online affidavit facility which helps the college maintain centralized, electronic contact details as ordered by the Supreme Court.

  1. Visit antiragging.in or amanmovement.org and click Online Affidavits.
  2. Fill in the required information and submit.
  3. On completion you will receive both Student and Parent affidavits by email — print and submit if required by the college.

If you do not have an email, create one or use a relative's contact. If you make a mistake you can re-submit the form; the process is simple and free.

Important: This policy is adopted to comply with UGC regulations and Supreme Court directions. Students, parents and staff must cooperate fully in keeping the college campus ragging-free.
